The Republican led House of Representatives can pass a bill, believe it or not. House Speaker John Boehner said that "jobs is the number one concern". Yet, I'm still waiting to see the Republicans propose or pass a jobs bill. In their most recent sessions, they have passed numerous bills to repeal Obamacare and recently passed H R 1797, The Pain-Capable Unborn Child Protection Act sponsored by AZ Republican Congressman Trent Franks. The Bill outlaws abortion after 20 weeks, in violation of the provisions of Roe v. Wade, the law of the land.
The bill orginally made no provision for pregnancy resulting from rape or incest. Congressman Franks told the American people a lie when he stated that “the incidences of rape resulting in pregnancy are very low.” Paul Broun (R-GA), one of the bills' co-sponsors, refused to vote for the bill when it was amended to provide an exception for rape if a woman reports the rape within 48 hours or if a minor is the victim of incest.
In his article on the bill, Dave Weigel "defied the First Commandment of post-2012 Republican politics: Thou Shalt Not Mention Rape, Especially if Thou Ist a Guy." As a result, Franks bowed from the leadership role on the debate and yielded to reality, allowing Rep. Marsha Blackburn, a Tennessee conservative with a winsome TV presence, to lead the debate. The Republican hoped her presence would negate the Democrats arguement about the continuation of the GOP's "War on Women".
Congressman Michael Burgess (R-TX), Vice-Chair Sub Committe on Health contributed to the Republican rationale for the bill with his claim of fetal masturbation.Contrary to the prevailing medical position, Burgess claims that 15-16 weeks of pregnancy "male babies have their hands between their legs...they feel pleasure". Burgess, an OB/GYN, said that abortion should be banned as early as 15 weeks after conception because he has witnessed male fetuses masturbate at that stage.
HR 1797 passed the House based on the vote of 222 Republicans and 6 Democrats, so you see you can get a bill through the House of Representative. The bill must not have to do with jobs, unemployment, or other economic issues. Immigration is also taboo. The issue can't be controlling gun violence with background checks. But, anti-abortion legislation designed to overturn Roe v. Wade and bills to repeal the Patient Protection and Affordable Care Act can pass the House.
Stop the madness. Get to the issues that the American public support.
